Menomonie Area School District Special Education Vision Statement

We believe ALL students can learn.  Menomonie Special Education provides programming that is inclusive, collaborative and individualized to meet the needs of our students. School, parent and community partnerships are essential to foster the strengths and potential of each student to become resilient, independent citizens.


The Menomonie Area School District must follow certain state procedures to determine if a child has a disability and is eligible for special education services.  A child with a disability must meet eligibility criteria under IDEA (Individuals with Disabilities Education Act.)  Parents are involved in the process of determining whether their child has a disability.

The following are educational disabilities under IDEA:

  • Autism (A)
  • Intellectual Disability (ID)
  • Hearing Impairment (HI)
  • Visual Impairment (VI)
  • Speech or Language Impairment (SL)
  • Orthopedic Impairment (OI)
  • Traumatic Brain Injury (TBI)
  • Emotional Behavioral Disability (EBD)
  • Specific Learning Disability (SLD)
  • Other Health Impairment (OHI)
  • Significant Developmental Delay – ages 3-9 only (SDD)

If a child is determined eligible for special education services an Individualized Education Plan (IEP) will be developed for students.  This plan includes:

  • your child's present level of academic and functional performance
  • annual goals and how your child's progress toward meeting the IEP goals will be measured
  • description of special education and related services
  • the amount, frequency, location, and duration of special education services
  • support your child needs to succeed in regular education
  • support your child's teacher needs to teach your child
  • the extent to which your child will be in regular education classes and receive the general education curriculum
  • a transition plan for life after high school for children 14 and older
  • and how you will be informed about your child's progress 
The IEP must be reviewed annually and if appropriate, a new IEP with new goals is developed.  Parents are involved in the process of reviewing an IEP and developing new goals.

Wisconsin State Performance Plan

The State Performance Plan (SPP) represents the Department of Public Instruction's (DPI) plan for improving outcomes of children with disabilities in Wisconsin.  DPI monitors public school on the following indicators:

Specific Learning Disabilities (SLD) Notice to Parents 

Wisconsin’s rule for identifying students with specific learning disabilities (SLD) has changed.  No later than December 1, 2013, all initial SLD evaluations of public school students will use information from interventions to make eligibility decisions. 

This letter is to notify you that beginning on December 1, 2013 initial SLD evaluations at the School District of Menomonie Area will begin using information from a student’s response to intensive, scientific research based or evidence based interventions when making special education eligibility decisions.

Based on these changes the School District of the Menomonie Area will continue to work to ensure the academic needs of ALL students are being met by reviewing and responding to multiple types of academic data on an ongoing basis.
